现任生态环境部固体废物与化学品管理技术中心副主任，兼任中国环境科学学会常务理事，固体废物分会主任。研究员。 从事固体废物污染防治研究工作近30年，享受国务院政府特殊津贴。发表固体废物污染防治领域文章60多篇，获得6个授权专利，主持50多项国家科研项目和国家标准、技术规范。获得生态环境部科学技术奖等4项省部级二等奖，联合培养多名硕士生和博士生。 主编和编译《日本固体废物管理与资源化技术》、《废物焚烧—综合污染预防与控制最佳可行技术》、《废物处理—综合污染预防与控制最佳可行技术》、《尾矿和废石—综合污染预防与控制最佳可行技术》、《电子废物综合管理》、《综合固体废物管理规划培训手册》、《废物填埋手册》、《废弃电器电子产品实用处理技术》、《固体废物国际循环管理技术》等著作。 任国家科学技术奖评审委员、科技部“863”计划项目专家、最高人民法院环境资源审判咨询专家、农业农村部肥料评审专家、交通部海上搜救（海上溢油应急）咨询专家、生态环境部生态环境应急专家组成员、国家卫健委应急体系建设指导专家库权威专家、中俄环保理事会委员、《环境工程技术学报》、《环境保护科学》、《中国环保产业》、《环境与可持续发展》编委，获生态环境部先进个人等称号。 Hu is the deputy director general of the Solid Waste and Chemicals Management Center of Ministry of Ecology and Environment of the People’s Republic of China, the standing director of the Chinese society for Environmental Sciences, and the director of the Solid Waste Branch of Chinese Society for Environmental Sciences. Hu has been engaged in research on solid waste pollution prevention and control for nearly 30 years, and received special government subsidies of the State Council. He has published more than 60 articles in the field of solid waste pollution prevention and control, obtained 6 authorized patents, and presided more than 50 national scientific research projects, national standards and technical specifications. He has won 4 provincial and ministerial second prizes, including Science and Technology Award of Ministry of Ecology and Environment of the People’s Republic of China, and jointly cultivated many master's and doctoral students. Edited and compiled “Solid Waste Management and Recycling Technology in Japan”, “Waste Incineration — Best Feasible Technology for Integrated Pollution Prevention and Control”, “Waste Treatment — Best Feasible Technology for Comprehensive Pollution Prevention and Control”, “Tailings and Waste Rock — Best Feasible Technology for Integrated Pollution Prevention and Control”, “Integrated Management of Electronic Waste”, and “Integrated Solid Waste Management Planning Training Manual”, “Waste Landfill Manual”, “Practical Treatment Technology of Waste Electrical and Electronic Products”, “International Recycling Management Technology of Solid Waste”, etc. Hu is a member of the National Science and Technology Award Evaluation Committee, an expert of the Ministry of science and technology "863" program, an advisory expert of the Supreme People's Court environmental resources trial, a fertilizer evaluation expert of the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, a consulting expert of maritime search and rescue (marine oil spill emergency response) of the Ministry of Transport of the People’s Republic of China, a member of the Eco-environmental Emergency Team of Ministry of Ecology and Environment of the People’s Republic of China, a authoritative expert of the emergency response system construction of the National Health Commission of the People’s Republic of China, and a member of the China-Russia Environmental Protection Council. In addition, he is an editorial board member of “Journal of Environmental Engineering Technology”, “Environmental Protection Science”, “China Environmental Protection Industry” and “Environmental Law and Sustainable Development”, as well as an advanced individual of Ministry of Ecology and Environment of the People’s Republic of China.
